I have the honour to thank His Excellency
the Governor for granting me house allowance until the quarters at the Observatory become available, but beg very respectfully to point out that a suitable house cannot be obtained for less than 120 dollars a month. The discrepancy between this figure and the proposed allowance of 75 dollars will amount to 360
dollars in 8 months.

In Mauritius by allowance enabled me to live in an eight roomed house standing in seven acres of grounds, and though, on account of the price of land, I cannot hope to do the some here, I do expect to be able to live in ordinary comfort.

As regards salary it would appear that the Colonial Treasurer considers that article 81 of the Colonial Service Regulations ap lies to transfer of officers from one Colony to another, as did the Officer Adinistering the Government of auritius. It was apparently framed to safeguard Officers from pecuniary loss on promotion either in the same Colony or on transfer. In Article 79-A, which refers to promotion in the Colony in which the Officer is serving the fact is definitely stated. But even if intended to apply primarily to cases of pro- -motion in the same Colony the spirit of the Regulation rely applies to the present appointment which is exceptional. It was not solicited by me, and as stated in my previous letter there was not time to settle these points before accepting or declin- -ing it. As, however, the request for house allowance seemed too reasonable to be refused, I accepted. The question of com-
